Xinjiang Economic and Trade Commission and other ten departments jointly issued the document of 'Opinions to speed up industrial structural adjustment and upgrading of the textile industry' a few days ago. It plans to turn Xinjiang into a textile industry base from a cotton production base.

'Opinions' states that it will take 5-10 years to build Xinjiang into an important production base for high-quality textile raw materials and intermediate products, and also a textile raw material and products trading hub for the central and western regions. Meanwhile it will help the industries of silk, garment, knitting, and dyeing in Xinjiang to take shape.

By 2010, the autonomous region will reach 6-7 million ring spinning spindles, over 100,000 rotor spindles, synthetic fiber production of 520,000 tons, clean wool and wool top processing capacity of 5000-10,000 tons, worsted fabric capacity of 600 meters.

By then, Xinjiang will consume 50 percent of spot cotton by local cotton spinning, process 90 percent of cotton linter, handle
