Planning of the State Government to distribute blankets is weak this time also.
As the blankets reach the poor people in mid winter, leaving them bare to winter without any blanket.
Still now, the Labour Department of Jharkhand is floating tenders for blankets. Department has rejected five tenders out of nine bids and remaining are sent for tests to find out if the wool content for the blanket was 99 percent.
For the last four years, the districts are receiving the blankets by December end.
According to sources, Labour Department is undertaking the entire exercise without proper planning leading to delay in distribution of blankets.
