Russian Govt : Resolution of import custom duties on certain raw materials

The Russian government published a resolution January 23, 2007, that will permit imports of tea and certain types of raw hides and skins to enter duty free for a period not to exceed 9 months. The resolution takes effect February 23, 2007.

The previous import tariffs for these commodities were set at 5 percent ad valorem. Imports of raw skins and hides are growing – from $35 million in 2005 to almost $44 million in 2006. Market analysts believe this trend will continue for years to come, as domestic production cannot keep up with booming demand for these commodities. The biggest exporters of raw hides and skins to Russia in 2006 were Italy and Australia, accounting for nearly 65 percent of total imports.

The Government of the Russian Federation decrees the following:
• To approve for a period of 9 months the attached import duties on tea and certain types of hides and skins, as per Commodity Codes of foreign economic activity of the Russian Federation approved by the Resolution of the Government of the Russian Federation No. 718 of November 27, 2006, “On the Customs Tariffs of the Russian Federation and Commodity Codes, Used in the Implementation of Foreign Economic Activity” (Collected Laws of the Russian Federation, 2006, No. 50, article 5341).
• This Resolution enters into force one month from the date of its official publication.
