Union Textile budget clearly lacks growth direction - N Reddy

"The 12 schemes that are now implemented will be grouped into five schemes in the Eleventh Plan period. The health insurance scheme has so far covered 300,000 weavers and will be extended to more weavers. The scheme will also be enlarged to include ancillary workers. I propose to enhance the allocation for the sector from Rs.241 crore in 2006-07 to Rs.321 crore next year.”

Withdrawal of several schemes was not mentioned in the speech. For example, the Deendayal Hathkargha Protsahan Yojana has been withdrawn. So is the case with Workshed-cum-Housing Scheme, Janata Cloth Scheme, Handloom Weaver's Welfare scheme, Handloom Export Upgradation, Design Development and Training Programme, Integrated Handloom Training Programme, Integrated Handloom Cluster Development Scheme, Health Insurance Scheme for Handloom Weavers and Mahatma Gandhi Bunkar Bima Yojana.

Three new schemes have been introduced, with bulk of the allocations going to them. These include Integrated Handloom Development Scheme (Rs.100 crores), Handloom Weavers Comprehensive Welfare Scheme (Rs.90 crores) and Diversified Handloom Development Scheme (Rs. 13 crores).

Out of Rs.321 crores, Rs.203 crores goes to these schemes. One is not clear, what the Ministry of Textiles would like to achieve from these 'bulk' schemes with apparently more leeway in allocations, as the definition for the schemes go.

Conclusion - Once again the government has failed to address the growth of handloom sector with clear direction and purpose. It seems to be waiting for the handloom sector to die, and all its actions are to either stall any growth or cover up its real intention.
