FICCI to demand self-certification roadmap from Govt

FICCI has strongly expressed the need for introducing the system of Self-certification in place of Inspections for the industry by 2010. FICCI will shortly submit the list of rules/regulations to the Government where the inspection system could be replaced by self-certification. Based on this, FICCI will urge the Government to come-out with a clear roadmap for the introduction of self-certification system in a time-bound manner.

In the self-certification system, industry unit will not be subject to regular inspections under various rules and regulations but will self-certify the compliance of its operations with these rules. FICCI said that in case of default, the unit will be subject to inspections and to ensure compliance some minimum random inspections could be carried-out after self-certifications.

The urgent need to introduce self-certification stems from the findings of the recent FICCI survey on Inspection System in India. According to the survey, inspections are resulting in excessive loss of man-hours to the industry and even now after 16 years of liberalisation process involve a high compliance cost for the Industry under Environment, Labour, Occupational & Health and Safety, Standards Weights & Measures Act and Tax-related regulations.

Inspections under these laws need to be replaced by self-certification, said FICCI. The survey covered the major industrial sectors like cement, textiles, paper, chemicals, metals etc.

FICCI said that in the absence of clearly defined scope and objective of inspection under various provisions, such provisions are subject to misuse. FICCI feels that most of the inspections under regulations related to Environment, Labour, Occupational Health and Safety, Standards Weights & Measures Act and Tax-related laws could be replaced by self-certification.
