US textile anti-dumping case result announced

Municipal Government of Ningbo, Zhejiang, has revealed that the result of the first anti-dumping case in Sino-US textile was declared on April 12. In the final ruling Cixi Jiangnan Chemical Co Ltd won zero-tariff, while Ningbo Dafa Chemical Fiber Co Ltd was given 4.86 percent anti-dumping duty rate.

The average rate of other Chinese enterprises is set at 4.44 percent, but the rate for those not responded enterprises is as high as 44.3 percent.

On July 13, 2006, the US formally announced the anti-dumping investigation on polyester staple fiber made by China and other countries, involving amount nearly $30 million. Cixi Chemical and Ningbo Fiber were the top two enterprises involved with amount reaching $14 million and $9 million, respectively.

This has been the first big textile anti-dumping case after China entered WTO. These two enterprises also paid huge money to hire lawyers, positively responding to the investigation with the entire industry in the country.

Chamber of Commerce for Import and Export of Textiles held three meetings in Ningbo, attended by experts and senior lawyers to discuss the preparatory work.

In February of this year, the Commerce of US once again sent a team for spot inspection in Zhejiang Province. Enough firm evidence was provided to confirm that China did not cause industrial damage, neither made dumping to the US. This led to the final positive verdict.

This is the first case for Zhejiang enterprises to win zero-tariff in US anti-dumping suit, after China's accession to the WTO. It is also the first for Chinese enterprises to get zero tax rate since Sino-US furniture anti-dumping case in 2004.
