New EU commissioner to face trial by fire

The new trade commissioner of the European Union, Ms Catherine Ashton faces a tough task in resolving the mixed verdict from the countries of the EU, to extend or terminate the anti-dumping duty imposed on footwear imported from China and Vietnam.

Her predecessor, Mr Peter Mandelson had slapped duties of 16.5 per cent on a variety of leather shoes from China, and 10 per cent on those from Vietnam in 2006, which was not completely accepted by a few countries of the EU.

Ms Ashton has also submitted a draft resolution favouring, extension of anti-dumping on imports of footwear from both the countries, which is expected to ignite a spark of bargaining between the stakeholders among the countries of the EU.

In the period, 2001-05, share of European manufacturers of the EU market slipped from a high of 65 percent to 40 percent, mainly due to the influx of cheap footwear from China and Vietnam, which are two major Asian manufacturing centres for footwear.

Experts aver that rather than increasing consumer prices of footwear which has increased by just €1.50 per pair of shoes, it has helped European manufacturers increase their market share in the domestic markets.

Advocates of free trade do not support renewal of the anti-dumping duty and say it will send a wrong signal since the European countries advocate free trade and invite accusations of harboring protectionist measures.
