Narendra Modi, Chief Minister of Gujarat through a letter has appealed to the Prime Minister, Dr Manmohan Singh, to carry out an investigation, as to who from the Union Ministry is to be blamed, for imposing the policy restricting raw cotton exports, as it was made against the interests of the farmers.

Modi urged the Prime Minister to personally look into the matter and probe into the need or drive, behind stretching the benefits, just to the advantage of a few vested lots, manufacturing cotton yarn. He has also mentioned that, the person who erred should be exposed.

Modi informed that, prior to this, even on April 9, 2010 as the Union Ministry of Finance added Rs 2,500 to the per ton export duty on raw cotton, Modi notified the Prime Minister that, the Union Ministry's decision would affect at large farmers from Gujarat, and they would have to bear the sizeable loss of around Rs 20 billion in a month; this too when the cotton cultivators from Gujarat solely, sourced 50 percent of the country's overall exports.

Gujarat is the biggest manufacturer of cotton in India. Also, cotton being one of the main cash crops, maximum area in the state is under cotton cultivation, with excellent production capacity and best, per hectare yield.

Cotton cultivators of Gujarat, in spite of the adverse harvesting season, which was influenced by scarce rains and high priced raw materials, have almost established a record in growing cotton, which is at odds with other regions, where several occasions of cotton farmers attempting suicide were noted during the period under review.
