A high level seminar will be held on 1-3 March 2006 in Innsbruck to discuss a European strategy for the concept of a single window at EU level for international trade. The seminar is organised jointly by the European Commission and the Austrian EU Presidency.
As an essential part of the Electronic Customs Initiative, the 'Single Window' should enable traders to submit all the documents required for the movement of goods across EU borders under customs and other legislation (agricultural, sanitary, veterinary, and environmental, for instance) only once as all the authorities and agencies involved in the process will have access to the information submitted.
The main objectives of the seminar include • Getting a common understanding of the concept of a 'Single Window'; • Agreeing on a common approach for the implementation of the Single Window; • Developing a Single Window strategy.
Electronic customs The European Commission has adopted two proposals (see IP/05/1501, MEMO/05/453 and the full texts COM/2005/608 and COM/2005/609 ) to modernise the EU Customs Code and to introduce an electronic, paper-free customs environment in the EU.
The first proposal aims to simplify and streamline customs processes and procedures.
The second proposal is designed to make Member States' electronic customs systems compatible with each other; introduce EU-wide electronic risk analysis and improve information exchange between frontier control authorities; make electronic declarations the rule; and introduce a centralised customs clearance arrangement.
The result should be to increase the competitiveness of companies doing business in Europe, reduce compliance costs and improve EU security.
The proposal for a Regulation to modernise the Customs Code would simplify legislation and administration procedures both from the point of view of customs authorities and traders.
