The study makes the case to both revamp and step up, with private public partnership, the provision of basic education and skills training in order to realise the vast opportunities and potential for employment generation.
The different sections of the study deals with the following issues: • Examines the role of skills in employment growth • Presents the skills development systems and institutions in India and outlines how core skills are developed. It also • Studies the impact of education on economy, employment, earnings and productivity.
Identifies the key issues and policy challenges related to skills, productivity and employment in India. It reviews the constraints and weaknesses of skills development programs in India.

Emphasises the role of social dialogue, especially of workers' and employers' Organisations at the enterprise level and in influencing public policy priorities and implementation.
The role and contributions of tripartite bodies and the initiatives by workers' and employers' organisations
Distils the lessons from the analysis presented in the previous sections and highlights the major recommendations relating to skills for productivity, employment growth and development in India.
