CITI backs Govt for imposing cotton contract registration

As one of the means of restricting cotton exports, Government of India has made registration of overseas contracts with Textile Commissioner compulsory for exporters.

Customs authorities have been asked by the Directorate General of Foreign Trade, not to clear shipments unless the export contracts are testified.

In an exclusive interview with Fibre2fashion, Mr D K Nair, Secretary General for Confederation of Indian Textile Industry (CITI) stated that the move has been taken on the request made by the association but there is no restriction on export of cotton. The stipulation is only meant to ensure that government is aware of actual export trends and the quantity of exports. Directorate General of Commercial Intelligence and Statistics (DGCI&S), Kolkata, which is the official agency of Government for compilation of export figures, is able to give aggregated and confirmed export figures only after a time lag of nearly one year. The new procedure will help central authorities to collect export figures much quicker.

The Textile Commissioner has already announced the procedures for registration of contracts for cotton exports and he has ensured that there will be no delay or cumbersome procedural requirements.

CITI has also requested the Textile Commissioner to introduce electronic registration and it is hoped that there are plans to handle this work online. That will make the procedure even smoother.

Mr D K Nair reiterated by saying that, “the objective behind the registration of contracts is that reliable export data should be available with Government for any policy interventions that may become necessary at any stage. I do not think anybody should have any issues regarding this objective. Informed decisions should always be more welcome than decisions based on perceptions!”
