China-US textiles talks to continue this month

Yet, another round of trade negotiation went down without conclusion as the US and Chinese textile negotiators take a break. The battle over textiles trade clearly ended eluding agreement, a comprehensive one, at that, said officials. Expressing forward movement, Chief US negotiator David Spooner said in a statement: 'We were able to make progress, particularly with product coverage and quota levels, but we did not reach an agreement with the Chinese.' So what next? Spooner added on Wednesday: 'We will be meeting with the Chinese again next month and will be consulting with them soon on the location and exact date of the next round of negotiations.' A Chinese expert read through the talks opining that the United States wants to calculate annual growth based on the 2004 figure but China would not accept the proposal because textile trade that year was skewed under a regime of international quotas. Quotas have been the hope for US textile makers who clearly feel that Chinese imports need to be reigned to save their businesses, since imports from China in certain apparel and clothing categories shot 1500 percent after they ended, January 1, 2005. Lu Jianhua, Director of the Foreign Trade Department of MOFCOM led the Chinese side during the talks.
