Textile industry encounters problems in shifting bases

Even though the Chinese Government is encouraging industries located in the eastern part of China to shift their bases to the Central and Western region, three major factors are hindering in the process.
Investigation shows that, firstly, Central and West Chinese regions do not have supporting facilities like bonded warehouses. Here the transportation costs are on the higher side. Local markets here do not supply the raw materials, thus some clothing enterprises have to purchase materials like fabric from Zhejiang province.
Secondly, compared to the trade strategy in eastern china for attracting foreign ventures, those in western are not too encouraging. Even land prices for big projects are high. Besides, Governments of some western region are unable to provide enough funds to support new policy.
Thirdly, the investment environment of both Central and West China still needs further improvement.
