The companies would also be required to provide 2011 to 2013 customs, industry and commerce, taxation, inspection and quarantine non-violation records.

Moreover, the cotton imports should not violate the Interim Measures behaviour of import tariff quotas of agricultural products.

The companies applying for quotas should have more than 50,000 spindles for cotton spinning.

They would also be required to submit their import performance in 2013.

The application would be scrutinized after the October 30 deadline and the National Development and Reform Commission will allocate import tariff quota to end users through authorized agencies on January 1, 2014.
