The Central Silk Board (CSB) working under the aegis of the Union Ministry of Textiles was set up to promote the development of the silk industry in India and create greater opportunities for gainful employment and improved levels of income in sericulture through spread of scientific sericulture practices.

Under one of its initiatives, its mills support the establishment of cocoon centres under the Catalytic Development Program (CDP). When the request comes from any state government, CSB provides them assistance to set up these cocoon testing centres and depending on the request, CSB provides financial assistance for setting up of infrastructural facilities.

CSB also provides support for setting up of automatic silk reeling units as part of CDP. It has already given support for the establishment of two such units in Karnataka, one in Ramnagram and the other in Channapatna, both of which are functional now.

As and when this application comes, it is put up to the CSB committee, which selects the beneficiary entrepreneurs, provides subsidy for procurement of machinery and supports the establishment.

CSB as such does not establish any cocoon testing centres on its own. As and when the request comes from the state/government, it supports the establishment of these centres across the state. CSB also encourages the state, to come forward with proposals, so that they can set up their own cocoon testing centres.
