The Indian government has extended the Special Advance Authorisation Scheme for the apparel and clothing sector, as part of the new Foreign Trade Policy 2023, which was unveiled by the textiles and commerce and industry minister, Piyush Goyal, today. This scheme allows for duty-free imports of inputs against scrips issued for benefits on exports.

To produce garments, a large number of accessories and other items are imported. The scheme permits the duty-free import of inputs that are physically incorporated in an export product. Additionally, packaging material, fuel, oil, and catalyst used in the production process of the export product are also permitted.

The quantity of inputs allowed for a particular product is determined based on specific norms defined for that export product, which takes into account the wastage generated in the manufacturing process. The Directorate General of Foreign Trade (DGFT) provides a sector-wise list of Standard Input-Output Norms (SION) that exporters may choose to apply under. Alternatively, exporters may apply their ad-hoc norms if the SION does not fit their requirements.
