CII report on 'Employment & Skills Development in 11th Plan Period'

The Minister of State for Labour and Employment (Independent Charge), Government of India called for making India the skills development capital of the world.

The industry and other stakeholders must jointly work out short-term, medium-term and long-term skills development programmes in order to speed up India's economic growth engine, Mr Fernandes said while delivering the valedictory address at the 2nd Employment Summit – “Employment Generation and Skills Development, organized by the Confederation of Indian Industry (CII) and the Planning Commission.

Mr Fernandes called for remodeling the self-employment schemes and urged banks to consider training as seed money and provide 100% finance with out any collateral. He said his ministry was consulting the Finance Ministry in this regard.

He also called for formal recognition of the skill sets of traditional skills like masons, carpenters, blacksmiths etc. who have the skills but do not have any formal education for quality upgradation of their skills.

Listing the challenges facing the country, he said skill shortage, limited training opportunities and access to formal training were obstructing economic growth.

He said his ministry has come out with a scheme to upgrade 500 ITIs under the Vocational Training Improvement Project. Another 1396 ITIs would be upgraded through PPPs.

The CII also released a report on “Employment and Skills Development in the 11th Plan Period during the summit. The report has identified the following 21 sectors that generate maximum employment and requires a substantial chunk of employable workforce.
