After the abolition of export tax rebate policy, the titanium dioxide (TiO2) industry in Chongqing Municipality started facing crisis. The latest statistics from the region's customs show that imports of titanium dioxide in the first three quarters totaled 752.1 tons, an increase of 18.8 percent over the same time last year. However, exports scored 938.4 tons, down 79.2 percent year-on-year.

Average import price marked around US $1777 per ton, up one percent, where as export price read nearly $1372 per ton, down 12.1 percent year-on-year; calculations show that average export price was about $405 lower than import price.

After July this year, TiO2 exports from Chongqing fell about 80 percent. Pangang Chongqing Titanium Company and Xinhua Titanium are two major local manufacturers and their monthly export volume has declined from 1,500 tons to about 200 tons.

At present, national annual output of titanium dioxide is about 900,000 tons, while the country's demand is about 1.1 million tons. As many domestic enterprises have not been able to produce high-end titanium dioxide, thus they rely on imports.
