The recent declaration was made by the European Commission, requiring that clothing manufacturers and importers have to mention and quantity, and quality of the chemicals used in their products.
Companies had to complete a pre-registration process before the 1st of December, and manufacturers believe that this will result in a delay in shipments and reduced productivity.
Failure to meet with the deadline implies that the manufacturer cannot continue with the exports until they have submitted a full registration dossier and paid the registration fee which is both expensive and time consuming.
These deadlines are 30th November 2010, 31st May 2013, and 13th May 2018. A spokesperson for the Association of Suppliers to the British Clothing Industry (ASBCI) states that, "For those who import the chemicals, REACH could have a devastating impact on their business if they haven't pre-registered the chemicals".
REACH is the most complex and comprehensive regulation devised by the EU which is not known for its legislative simplicity and simply, and a lot of companies do not fully understand its demands and duties.
