SRTEPC urges Govt to revise rates upward to arrest decline in exports

Referring to the Service Tax, Shri Gupta said that it was a matter of concern that exporters continue to face difficulties in getting the refund of service tax on exports related services in spite of a number of Notifications and Circulars issued by the Government. This is mainly due to the cumbersome procedural and documentary requirements to get the refunds, he averred.

He further stated that the Council has been taking up this matter with the Government since many years. He also remarked that the Council has also been representing for the introduction of suitable mechanism to grant exemption to export related services on which Service Tax is levied instead of the present practice of paying the tax and then to obtain refund.

Shri Gupta pointed out that another area of concern was the delay in getting the Duty Drawback amounts from the Customs. The main reasons for the delay appear to be non-availability of the test reports, he observed. The Chairman said that unfortunately both these reasons were beyond the control of the exporters. He also assured the members that the Council had brought these to the notice of the Government besides taking up specific claims of the exporters with the Customs on a case to case basis.

The SRTEPC Chairman informed that the Council has been taking up the issues affecting the exporters regarding the anti dumping investigations initiated on a number of textiles of Indian origin. With regard to the anti dumping duty imposed by Turkey on the import of “spun yarns made out of man-made fibre” and on the import of viscose spun yarn initiated by Brazil, the Council is evaluating the possibility of filing a mid term review, he said. The Council is in the process of co-ordinating with exporters to put up collective defense before the Investigating Body with regard to the anti-dumping duty imposed by Peru on the import of fabrics made of polyester staple fibre and viscose staple fibre, he added.
